Develop a framework for the prosecution of 9-11 criminals. Perhaps model it after the Nuremberg Trials. It is unclear whether 9-11 Crimes Tribunal derives its authority from some political body or by virtue of its own operation. We're in a legal and political no man's land. I imagine there to be several punishments, the gravest being death.
