Perry, a former cold warrior who advocated US nuclear weapons, said he is now pushing for the ultimate abolition of such weapons but said the United States needs to bolster its deterrent over the short term.

He's laying the groundwork, moaning about how he fears that Iran will detonate a weapon in a US city. (Remember Chertoff's gut feelings? Gut feelings and amorphous dread are very useful because they're not specific enough to cause one to inquire how such information might have been attained. But they're enough to say, "See? I told you so. Now we need to bomb Iran. Or maybe we need that new police power I said we needed. A power my criminal masters can use to spy on their political adversaries.")
Not to say that such an explosion is going to occur, but his employers --the owners of the Federal Reserve, who commissioned 9-11 and who executed the Financial Attack of 2008-- have tasked him to lay his plot points. They have tasked him to do this for a reason.
Any such attack will be blamed on Iran, and American nuclear weapons will be used against it.
Any such attack will have been executed by Israelis, as it will be hard to find Americans who are turncoat enough to bomb an American city.
Keep a very close eye on this man. He is involved in a plot to bomb an American city.
